At least 13 people are dead in Southern California on Tuesday after heavy rain caused dangerous flooding and muddy conditions in an area that was recently ravaged by wildfires. In the town of Montecito, more than half a dozen homes were “wiped away from their foundations,” a Santa Barbara County fire spokesman said, and at least five people died. Firefighters rescued nearly a dozen people, including a 14-year-old girl who was trapped under the rubble of a destroyed home. She was covered in mud, according to a photo released by the department.
