New York City is, step by step, moving toward a point of normalcy. The city announced that the Staten Island Ferry will resume service Friday at noon, launching every half hour in both directions. In addition to sustaining devastating damage, 19 people from Staten Island were killed—accounting for almost half of the city’s death toll from the storm. That includes two children, ages 2 and 4, who were swept out of their mother’s arms by floodwaters and found dead Thursday yards apart from each other.
