At least 25 people were killed on Saturday when Syrian government warplanes dropped bombs on ISIS-held territory in Raqqa, where the extremist militants have taken over government military outposts. Most of the dead were civilians crowding into a bakery. The country’s government has ramped up airstrikes on ISIS in recent months, but sustained criticism for maintaining focus mostly on Syrian-led militant groups whose aim is to oust the president. ISIS gunmen in Raqqa, meanwhile, seem to have changed their positions and left their offices on Saturday, the second straight day of heavy airstrikes.
