Syrian rebels seized a military base in Aleppo Monday in the latest clash the country’s commercial center has seen in just over a week. Government and opposition forces continued to fight over Syria’s largest city even after the base was captured. Violence has driven around 200,000 out of Aleppo and the surrounding area in the past two days. “As France is taking over the presidency of the U.N. Security Council on August 1, we are going to ask—before the end of the week—for a meeting of the Security Council, probably at a ministerial level ... to try and stop the massacres and prepare for the political transition,” France’s foreign minister said Monday.
