Texas is nearing final approval of a bill allowing licensed owners to openly carry handguns. The state’s House voted 96-35 on Friday to pass the bill, allowing handguns to be carried in a shoulder or belt holster. A final vote on the bill will come next week (the Senate approved a similar bill last month) then go to the desk of Gov. Greg Abbott, who has said he is on board with any legislation “that expands Second Amendment rights.”
