A federal court blocked a redistricting plan signed by Texas Gov. Rick Perry after a three-judge panel ruled that it discriminated against Hispanics. Judges found that the plan protected districts belonging to white members of Congress, but that “surgery” had been performed on districts belonging to incumbent minorities. The court said they were overwhelmed by evidence that the new lines were racially drawn, noting there was “more evidence of discriminatory intent than we have space, or need, to address here.”
