The best evidence of ties between Pakistan’s intelligence agency and terrorist groups may not come from evidence related to Osama bin Laden, but rather a trial in Chicago: On Monday, confessed terrorist David Coleman Headley said officers in Pakistan’s Inter-Services Intelligence Directive recruited him to participate in the 2008 Mumbai attacks. Headley said the terrorist group that carried out the attack, Lashkar-i-Taiba, "operated under the umbrella of the ISI”; that the groups "coordinated with each other”; "and ISI provided assistance to Lashkar: financial, military and moral support."
