The Ugandan government is cracking down on protesters in a situation that human rights watchers call appalling and tragic: Security forces fired live ammunition, tear gas, and rubber bullets into a crowd protesting the fourth arrest of Kizza Besigye, who is leading demonstrations against high fuel and food prices. The Red Cross reported that two died in the riots and 122 were hospitalized. Ndung’u Wainaina, executive director of the Kenyan-based International Center for Policy and Conflict, called Ugandan President Yoweri Museveni "profoundly repressive and despotic."
