Ukraine and pro-Russian separatists agreed on a deal Saturday for a series of measures aimed at de-escalating conflict and restoring stability. The nine-point agreement creates a buffer zone in which fighting by military planes is prohibited. Foreign mercenaries will also be withdrawn and the Organization for Security and Cooperation in Europe will establish a monitoring mission to ensure that the terms of the deal are kept. Both sides aim to reinforce a cease-fire agreement signed on Sept. 5, which both sides blame the other for breaching.
