With his hat in hand, interim Ukraine Prime Minister Arseniy Yatsenyuk came to Washington on Wednesday and informed Western leaders that the country’s treasury has less than $500,000 on hand, and needs $4 billion to stop a default on debt payments. Yatsenyuk also appealed for help in dealing with the Russian seizure of Crimea. The White House has asked Congress to approve $1 billion in loan guarantees to Ukraine, while the European Union has announced a $15 billion assistance program.
