U.S. authorities are considering how to press charges against NSA leaker Edward Snowden, who is believed to be in Hong Kong. An unnamed official said criminal charges are "under discussion" at the Justice Department, and the charges would be the first step in attempting to bring Snowden back to America, either via extradition or other means. Snowden fled to Hong Kong after giving classified documents to reporters revealing the National Security Agency's secret surveillance programs.
