The Obama administration has decided to take a new factor into consideration when weighing whether or not to provide a country with aid: how the government treats its gay and lesbian citizens. The change should be announced with a presidential memo followed by a speech by Secretary of State Hillary Clinton from Geneva later today. The move will be the first by the U.S. government that attempts to combat human-rights abuses against homosexuals.
