President Obama is expected to announce Wednesday that the government will no longer threaten to prosecute families who pay ransoms to terrorists. The executive order will also clarify that the U.S. will help families negotiate and communicate with captors. The changes come after widespread criticism of the administration’s hostage-negotiation policies, including from families of ISIS hostages who said they felt bullied by the administration while trying to save their loved ones.
