Former President George W. Bush said he thinks U.S. troops are needed to defeat ISIS in Iraq in an interview with Israel Hayom. When asked about boots on the ground, Bush at first demurred. "The president will have to make that determination." Then reflecting on the war against Al Qaeda in Iraq, which later became ISIS, Bush said: "My position was that you need to have boots on the ground."
