After deciding to move the location of the September 11 trial from a courthouse in Manhattan, the Obama administration is running into the same opposition in other states as he did with New York Mayor Michael Bloomberg. When Pennsylvania was mentioned as an alternative, U.S. Senator Arlen Specter said Mayor Bloomberg ''has given good reasons why the trial should not be held in New York City and that same reasoning would apply for Pennsylvania as well.'' Other potential sites like Alexandria, Virginia, are also shutting down the option of hosting the trial of 9/11 mastermind Khalid Sheikh Mohammed, even with Obama's proposed $200 million fund to help cover security costs, which a source says will be included in the president's budget released Monday.
