The family of 12-year-old Tamir Rice, who was shot to death in Cleveland while playing with an Airsoft gun by a rookie cop with a history of instability, said they will file a wrongful-death lawsuit against the city and the two officers involved. “Tamir was playing alone in the park. He was not endangering anyone. He was not violent,” the lawsuit states. The suit accuses the officers of excessive force and assault and battery. This week, the Justice Department found that the Cleveland Division of Police engages “in a pattern or practice of the use of excessive force.”
