That’s one way to gain a quorum. Republican state senators in Wisconsin have ordered police to arrest the 14 Democratic members who have fled the state to prevent the passage of a bill that would end collective bargaining for public-sector workers. Fed-up GOP members say the Democrats have become impetuous and created a constitutional crisis. But the Democrats say the order is unconstitutional, citing state laws that prohibit legislators’ arrest during session except in the case of treason, felony, or breaching the peace. But it might be a moot point: The Democrats are staked out in Illinois, and the order only counts if they return to Wisconsin.
