President Obama has picked his battle with Congress. His 2012 legislative agenda has just a single item, says The Wall Street Journal: a long-term extension of the payroll-tax cut. After a last-minute, two-month extension, Congress will resume debate on a long-term extension when it returns from recess. A White House spokesman calls the long-term extension  “the last must-do item of business on the president’s congressional agenda.” He also plans to use more executive authority and travel a bunch for his reelection campaign, beginning with a stop in Ohio next week.
