A rival group to Libya's internationally recognized leadership has threatened to thwart European Union attempts to destroy boats used by migrant smugglers on its shores, saying that its own offers to help deal with the issue have been routinely rebuffed. How will you know that you did not hit an innocent person, a fisherman?" said Muhammed el-Ghirani, foreign minister of the group that controls Tripoli. "Does Europe have pinpoint accuracy?
