In Donetsk, Luhansk, and Kharkiv in eastern Ukraine on Sunday, pro-Russian protesters took control of government buildings. In response, Ukrainian leaders, including the interior minister Arsen Avakov, accused Moscow and ousted President Viktor Yanukovych of inciting "separatist disorder." "Putin and Yanukovych ordered and paid for the latest wave of separatist disorder in the east of the country. The people who have gathered are not many but they are very aggressive," Avakov wrote on Facebook. He also promised a bloodshed-free response.
