Rick Santorum really wants Texas to change its delegate apportionment system to winner take all (it's proportional now). The man desperately needs delegates to stay in the race and, if he could win all of Texas's in one fell swoop, he'd not only get closer to Mitt Romney but also keep him from getting ahead. It seems like Rick's cooked up quite a clever scheme here, but chances the RNC will go for it are slim. The Texas GOP would need the RNC executive committee to provide a waiver to make any changes to its rules.
