It seems the U.S. government is still awarding no-bid contracts. The U.S. Agency for International Development recently gave a $266 million contract for an electricity project in southern Afghanistan, despite saying a year ago that it would open the contract up to bidding. The company that got the deal has previously been chastised for cost overruns and delays when it worked in a diesel-fueled pant in Kabul. During the 2008 campaign, Barack Obama criticized President Bush for awarding contracts without competition, calling the practice a waste of taxpayer money.
