Mick Mulvaney, the director of the Office of Management and Budget, sent out a memo on Friday advising that Cabinet officials need to get almost all travel on "government-owned, rented, leased, or chartered aircraft" approved by chief of staff John Kelly. The memo was sent out shortly after the resignation of Health and Human Services Secretary Tom Price. “Government-owned, rented, leased, or chartered aircraft should not be used for travel by Government employees except with specific justification," Mulvaney wrote.
