China is planning to build a new supercity around Beijing in a radical experiment in urban growth. The mega-city will be the size of Kansas, and authorities say it will house as many people as one-third of the United States. It will combine Beijing’s metropolis with the port city of Tianjin, and the less-developed regions of Hebei province. A new high-speed railroad would link the major cities with a commute of less than an hour.
