Hillary Clinton gave big thumbs-down to a new Russian proposal to the United Nations for sanctions against Syria, saying the plan was “without teeth.” Russia had wanted to resurrect a U.N. Security Council resolution from June that would have orchestrated a ceasefire and a political handover by Bashar al-Assad. As violence continued in the country, Clinton said that Assad would ignore the resolution. “There is no point to passing a resolution with no teeth,” Clinton said, “because we’ve seen time and time again that Assad will ignore it and keep attacking his own people.”
