President Joe Biden issued a federal disaster declaration Saturday for the winter storm in Texas that has knocked out power, heat, and running water for millions. The order will funnel recovery funds from the federal government to Texas for local governments, business, and individuals. The Federal Emergency Management Agency and Department of Homeland Security are also authorized to intervene and organize relief efforts on the ground.
