Russia has formally charged Paul Whelan, the 48-year-old Michigan native who stands accused of spying, according to Russian news agency Interfax. Whelan was arrested on Dec. 28 while in Moscow. Vladimir Zherebenkov was appointed to represent the former Marine, and he will remain in custody until at least Feb. 28, according to the outlet.
