Scott Pruitt, the head of the Environmental Protection Agency, is testifying Thursday morning before the House Committee on Energy and Commerce. At 2 p.m. ET, Pruitt will appear before the House Appropriations Subcommittee on the Interior, Environment and Related Agencies.
