The U.S. responded to security threats with cool heads and plenty of expertise in WWII and the Cold War. After 9/11, we behaved as though we’d forgotten everything we knew.
Plenty of CIA defenders, and some of its critics, have cautioned us in the last week not to judge too harshly those who conceived, facilitated, or carried out torture in the name of counterterrorism.
