About 3.3 million homes and businesses are still without power Tuesday morning as parts of the Northeast are still under water left by Hurricane Irene. The Department of Energy said there are more than half a million blackouts each in Connecticut and New York; more than 400,000 in Virginia; more than 350,000 each in Massachusetts and New Jersey; nearly 300,000 in Pennsylvania. About a third of the entire states of Connecticut and Rhode Island are without electricity.
