It's been days since Hurricane Irene passed through, but an estimated 895,000 homes and businesses are still without power. That's down from a peak of 9.6 million blackouts, but those remaining are starting to get frustrated. In Rhode Island, a state senator is calling for an investigation of utility companies, while a lawmaker in Massachusetts is filing legislation to require companies to rebate customers for two days of service for every one they are without power. The utilities have defended their efforts, saying they warned the public that Irene would likely cause long-lasting damage to electrical infrastructure.
