Five men wearing Afghan army uniforms shot their way into a bank during a soldiers’ payday, then detonated their suicide vests. In total, 40 people were killed and another 71 injured. The attack signals a shift in strategy for the insurgents, who are increasingly going after “soft targets,” like the Kabul supermarket that was bombed last month and the mall attacked on Feb. 14. No one is allowed in the bank with weapons, so the policemen and soldiers were unable to defend themselves.
