Indian President Prabab Mukherjee gave final approval to a bill 19 years in the making on Tuesday, prohibiting the slaughter of bulls and bullocks in Maharashtra—meaning no red meat, except from water buffaloes, in the state that's home to more than 100 million people and Mumbai. The Maharashtra Animal Preservation (Amendment) Bill passed the Maharashtra Assembly in 1995 but it was never signed by the president.
