President Obama, you have some explaining to do to John Boehner. In a letter to Obama Tuesday, the House Speaker warned the president that if the U.S. forces remained in Libya without congressional authorization, there may be legal repercussions. Boehner blasted Obama for refusing to “acknowledge and respect” Congress in military decisions and for failing to clearly state the U.S. mission in Libya. On Sunday, the U.S. will have been in Libya for 90 days. By the 1973 War Powers Resolution Act, armed forces are not permitted to engage in military action for more than 60 days without congressional approval. Troops are then given 30 days to withdraw.
