In stark contrast with Syria's other welcoming neighbors, Bulgaria announced plans to build a 19-mile, $3.4 million fence on its border with Turkey to halt the flow of illegal Syrian immigrants overwhelming the country. The country has seen 6,800 illegal immigrants arriving since the beginning of this year, and 70 percent are Syrian. Bulgaria is the European Union's poorest member and its refugee agency has only been able to formally grant refugee status to 17 people. 965 have been given humanitarian status that lets them leave shelters, but the rest are cramped within reception centers.
