The state has filed a legal challenge against new regulations set to take effect on Sunday, citing infringement on states’ rights. The EPA saw the court battle coming—and has made attempts to navigate a moderate course—but Republican outrage against the plan could mean trouble either way. “If the administration gets it wrong, we’re looking at years of litigation, legislation, and public and business outcry,” an administration official said. "If we get it right, we're facing the same thing."
