Japan is on “maximum alert” over the Fukushima Daiichi nuclear plant, Prime Minister Naoto Kan announced Tuesday. On Monday, Japan found plutonium in soil outside of the nuclear reactors, and highly radioactive water was found in tunnels that reached beyond one reactor. According to Reuters, the government is considering nationalizing the plant’s operator, Tokyo Electric Power.
