The Federal Emergency Management Agency is working with White House lawyers to figure out what to do if Congress fails to pass the budget measure. As of Friday, FEMA's Disaster Relief Fund had only $175 million and was expected to run out by Tuesday. FEMA has already had to delay road repairs in North Dakota after their floods in order to clean up the damage wrought by Hurricane Irene. Ohio is also waiting for money to repair damage from landslides. Congress left town for the weekend without agreeing on the stopgap funding bill.
