The spy-tech industry is aggressively recruiting clients in police departments and border patrol as profits take a hit from Pentagon cuts and the winding-down wars in Iraq and Afghanistan. It is pitching technology including the Integrated Building Interior Surveillance System, a previously classified system that can see into and model the interior of buildings.
