Now people are paying attention. Police in the Chinese city of Foshan have formally arrested two drivers suspected of running over a toddler, 2-year-old Wang Yue, on Oct. 13. Police were able to identify the two vehicles from the security camera footage of the incident. It is not clear what the two are being charged with, but a formal arrest almost always leads to a trial. The incident first sparked controversy when the little girl was run over, and 18 bystanders stood by without doing anything.
