Khaled el-Masri was tortured by the CIA, the European Court of Human Rights determined Thursday, in a landmark judgment. The ruling was unanimous: el-Masri, a German citizen, was wrongly detained, sodomized, shackled, and beaten in front of Macedonian state police. Macedonia was also found guilty of secretly imprisoning, torturing and abusing el-Masri, who was suspected of terrorist affiliations. The court’s decision was the first time the CIA’s treatment of terror suspects has been deemed as torture.
