Wisconsin Gov. Scott Walker’s new budget includes a plan to drug test recipients of food stamps and jobless benefits. The Republican’s proposal, which he committed to in a statement Thursday, goes against federal rules for such programs. However, it would also offer free drug treatment and job training to those who test positive, though the plan doesn’t say how those programs will be funded.
