A federal appeals court found that the National Security Agency’s bulk collection of Americans’ telephone metadata is not authorized by the law. In a decision announced Thursday, the Second Circuit ruled that the program—revealed by Edward Snowden—exceeds what Congress authorized in the Patriot Act. The court did not stop the program, though, saying that Congress is already debating re-authorization of the Patriot Act.
