The lawyer for man who landed a gyrocopter on the U.S. Capitol last spring said he will plead guilty to a felony count of operating a gyrocopter without a license. Florida resident Douglas Hughes, 61, said his flight was a statement for campaign-finance reform. Under the plea agreement, a judge is free to sentence Hughes to a lesser term than the three years suggested by the crime.
