British Prime Minister David Cameron is expected to outline his terms in renegotiating his country’s membership in the European Union in a speech on Tuesday. In a letter to European Council President Donald Tusk, Cameron detailed concessions he’d like to achieve in negotiations among EU leaders, including protection of the single market for Britain and other non-euro countries, boosting competitiveness, exempting Britan from “ever-closer union,” and restricting EU migrants’ access to in-work benefits. The letter comes ahead of a referendum to decide whether Britain stays in the 28-nation bloc, due before the end of 2017.
