In the course of an investigation into Volkswagen's emissions-cheating scandal, the company is refusing to provide emails and other documents to investigators, citing Germany's privacy laws. The Justice Department claims that the company “impeded and obstructed” regulators in addition to providing “misleading information.” Officials say that by not cooperating Volkswagen is limiting investigators' ability to determine which employees knew about or sanctioned the lies.
