A detainee held at the U.S. military prison in Guantanamo Bay for more than 14 years has been transferred to Montenegro after U.S. authorities decided he was no longer a national-security threat. The transfer of Abdel Malik Ahmed Abdel Wahab al-Rahabi, a Yemeni man accused of working as then-al Qaeda leader Osama bin Laden’s bodyguard in the wake of the 9/11 attacks, now leaves 79 detainees at the U.S. facility. President Barack Obama has made closing the facility a top priority before he leaves office in January. In accordance with a plan to shutter the facility, transfers will be expedited and Obama may resort to using executive action to move prisoners to maximum-security prisons in the U.S.
