Tahawwur Rana, a Pakistani-born Chicago businessman, has been found guilty of supporting an Islamic militant group blamed for the 2008 terrorist attack in Mumbai that killed 166. He was not found guilty of the more serious charge of plotting the attack. Additionally, witness David Headley, one of Rana’s childhood friends, implicated ISI, Pakistan’s Intelligence Agency, in the attack. In his testimony, Headley related how he plotted the attack with members of the militant group Lashkar-e-Taiba, an agent from ISI, and a retired Pakistani Army Officer. He also said that he suspected that ISI “higher-ups” did not know of the Mumbai plot. Headley pleaded guilty and promised to testify against Rana in exchange for avoiding the death penalty.
