Hillary Clinton campaign manager Robby Mook said in advance of the vice-presidential debate Tuesday night that the campaign had seen a significant uptick in early-voter ballot requests from black voters in North Carolina and Hispanic voters in Florida. The number of Hispanic voters requesting ballots by mail in Florida is up 73 percent compared to 2012; the number of black voters doing the same in North Carolina is also up significantly. These numbers would be vitally helpful in ensuring the coalition that elected President Obama shows up for Clinton.
