After France attacked early and consequently infuriated Italy, the secretary of state kept the coalition from unraveling by lobbying. Though Clinton initially wanted to avoid military action in the nation, thinking that Gaddafi may fall without the help of the West, after various meetings with the leaders of the G8 nations, became a strong advocate for U.S. intervention.
